LTFRB & LTO compliance

What you can do

• See how many units are All clear, Needs attention or Don't rent / fix now, and how many of your with-driver units are cleared (With-driver units cleared).
• Record each unit’s papers with Edit: Plates (Private (white) or For hire (yellow)), LTFRB CPC case no. and CPC valid until.
• Tick Passenger (PUV) insurance for with-driver trips and DOT-accredited (tourist transport) where they apply.
• Turn on Block with-driver bookings on units without a valid LTFRB franchise and for-hire plates to stop risky with-driver bookings.
• Read each unit’s status (All clear, Check or Fix now) with the reasons listed under it.

How it works

• Why it matters. A car rented with a driver is treated as public transport. Without an LTFRB franchise (Certificate of Public Convenience, or CPC) and for-hire plates, the trip can be caught as “colorum”. Self-drive rentals are not affected by these checks.
• What makes a unit “Fix now”: offered with a driver but no CPC on file, an expired CPC, or still on private plates; an expired LTO registration (“don’t rent this unit out”); or expired insurance.
• What makes it “Check”: plate type not recorded; CPC expiring within 60 days; LTO registration due within 30 days; passenger insurance not confirmed for with-driver trips; or for-hire plates without DOT accreditation (optional, but hotels and tour operators often ask for it).
• The With driver column says Cleared (valid CPC and yellow plates), Not cleared or Self-drive only.
• With the block turned on, your booking site hides “with a driver” on units that aren’t cleared, and nobody — renter or staff — can book one of them with a driver. Self-drive bookings carry on as normal.
• You get a staff alert 60 days and 30 days before a CPC lapses, and again on the day it expires.
• Registration and insurance dates come from the vehicle’s Maintenance & tracking fields (the same ones Maintenance uses).
• These checks are careful defaults, not legal advice. Rules for rent-a-car, tourist transport and TNVS differ, so confirm your units’ requirements with your LTFRB regional office.
